About public procurement

In order to successfully complete a public works contract in Belgium, a contractor must meet a number of conditions. If they meet these conditions, they will receive approval from the competent regional minister, after consulting the Federal Approval Commission. This applies only to works, not supplies or services. These conditions primarily concern:


  • Technical capacity;
  • Financial capacity;
  • Professional integrity.


If the price is above a certain threshold amount, the approval is proof that the contractor meets these conditions.


Accreditation gives contracting authorities the confidence they need to ensure the work is properly executed. In other words, accreditation is a quality label. It is generally valid for five years.



The distribution


Entrepreneurs are divided into:


  • Classified according to the extent of work they can carry out;
  • Categories and/or subcategories depending on the specific nature of the work.


Once approval is granted in a specific category or subcategory, the public authority can be sure that the approved contractor has the technical capacity to carry out the work and that it is a financially sound company.
